Love it or not, English is - for now, at least - the world language. For many, it is their key to employment and to opportunities to learn more about the world, including study in higher education. Especially in Turkmenistan, where the population is becoming increasingly monolingual in Turkmen, a lack of English or other world language severely limits one's ability to learn anything beyond official publications. Thus, the TOEFL scholarship, which sponsors young adults-often teenagers who have just finished school-to take the internationally-recognized Test Of English as a Foreign Language. The test is a prerequisite for almost any English-speaking institution of higher learning, and it is a mark of excellence and mastery. For those students who have made a commitment to learn English, the Foundation makes a commitment to allow them to prove their skill.

Note that the native languages of the people of Turkmenistan-mainly Turkmen, Uzbek, and Russian-share few characteristics of English. They are utterly different in both grammar and vocabulary, creating special challenges for those who choose to learn English. While those who grow up learning the Latin-based language of Europe have a tremendous advantage in studying English, the youth of Turkmenistan must begin from scratch.
